I don't think they are scams. They are all usually very clear about how their service runs. Additionally, with Steembot tracker, you can get a pretty good idea of how much money you'll lose and when your vote will happen. I'm pretty sure grumpy himself runs a bid-bot. A lot of noobs might not realize this at first, but I don't necessarily think they are the ones pumping lots of SBD into them either.
Better solution? Change the trending algorithms. This can be done without changes to the blockchain. Make trending not reliant upon payout. The bidbots business would probably dry up overnight. Then, you can start finding a way to incentivize curation.

When you flag someone that reward goes directly back into the reward pool. The very same pool that we all get paid out of.
When you know this and you flag a post for lets say $5 then you upvote your bullshit comment (especially on the very same flagged post which is classic grumpy) by $5 you have effectively stolen that money. You have made them put that money into a pile then turned around and taken that same amount immediately from the very same pile. In the case of grumpy he actually takes far more usually then he flags each time.
I upvoted my comment above with about .25 just so it would be at the top of the responses to your ridiculously irrelevant and incorrect rant. I did not flag your $20 then upvote myself $60.

Every single time (with about 5 total exeptions out of around 200) that he flags someone, he upvotes his own comment that merely tells them they have been flagged with a massive upvote.
In the beginning his upvote matches pretty close to the amount flagged.
As scroll up (more recent) in his comments you start to notice that his flag is FAR LESS than the upvote.
Want a real kicker?

I highly encourage you to make a post about it because there is an active issue of too many bid bots shilling their scams... I mean negative ROIs, which means there is less information out there about the better alternatives you can use such as @minnowbooster.
