Its slower then that, you recover a bit less then 1% of your voting power per hour (which is about 2 votes).
Wow, thanks @hatemmkh for the question and your replies guys. They say don't lower it down to 70. Now I know how long it will take for it to rise up.

I advise you to upvote only 10 - 15 posts per day.
