There are many reasons: number of your followers, timing, author's rating, quality and originality of the post.
I agree. There has to be a better way to promote only quality posts. Lots of good posts are lost in the jungle of new posts. And some people who are already famous, even if they post something useless gets lots of steem. This is what happens today with celebrities. So I think the intelligent people at steemit can solve this issue progressively. The community also plays a huge role. Dont just upvote any post just beacuse its from a famous steemian. If its good surely upvote and resteem. If its not give your precious votes to a high quality post.
To really answer that I would really have to understand how the algorythm works if there even is one.
I see multiple problems:
Too much new content, so it's almost impossible to get discovered after a few minutes
Most posts you see reposted, upvoted are by people that are well connected within steemit, and that doesn't mean those posts are always great.
I would love to see a better way to find content and a better algorithm.
