It has the authority it's SP grants to it, there was more than a single dude empowering the idea of the cheetah bot so yes its a free social media (decentralized if i may mention) that's the precise reason people can make their own rules. if someone doesn't like the rules then they can simply disagree and make their own rules/police-bots.
