This is a nice initiative. Here are some of my suggestions:
- The project should involve the willing, inactive, active whales to delegate some of their SP to this project. The percentage of curation reward that whales want should be discretion of whales. If a whale wants 100% gains from his delegated SP, that's OK.
- If a minnow wants his/her post to be evaluated, he can send his 1 SBD to the mentor of his liking. The mentor who will have some delegated SP, vote accordingly and provide feedback. For example, if the post is just OK, the mentor will vote just 1SBD. If it is above average, mentor may double or triple the the upvote. If it is revolutionary the mentor can forward the post to a big pool (a whale size account) to upvote to a great value. It will provide both way feedback. The minnow will not send just simple post, but he/she will be serious about it by sending SBD and having chance of greater chance of rewarding.
- Some machine learning and AI can be used to automate some of the tasks of mentorship. For example, bots will look for some meritocracy and creativity before forwarding the post to higher ranked mentor or whale voter (pool). The bots will evolve by themselves with machine learning. Here is some example of such bots: Gentle Bot and Things-2.
- To maximize the effort, mentors should be compensated well and since success depends on their efforts. If the mission is gets some traction, some help (delegated SP) can be request from the Seemit Inc. Because, there is big lack of curation and there are excellent bloggers who need supports. Some bloggers are not good at marketing at all. Therefore, there should be variety of mentors- marketing, writing, artistic, etc.
5.Finally, best outputs (blogs/posts from minnows) should get maximum exposure through marketing or advertising (e.g. big count of whale or dolphin votes ) so that it show up in Trending. The benefit is that it will show the prowess of minnowmentor in creating great post, dolphins and whales of the future.

Thanks @riseofth. Noted your points, and they will be put to the people who start to get involved. I expect this will evolve as time goes by. I do really want some whales to get involved and delegate some SP, the challenge as always is hooking them, and I've been going to them directly to see if I can get an audience to put this to them. What I've wanted to do is make a system that gets great curators directly involved particularly with newbies and minnows who are struggling, but actually have some great content. And I really hear you about marketing of it, and will be talking to some great marketeers on here to see if they can support me with it. I also don't expect immediate results, and it will take time to be noticed. But it's going to get there I'm sure.
