Yeah, he could have been writing blueprint for the elite to dominate us. But then why make it open? It's more like he was trying to let people know through fiction, the vision of the rulers for the future. Carroll Quigley openly wrote about plans of various groups as non-ficiton, but the fictional accounts seem to travel further in society. Gofigure... lol. Many movies are made that allegorical truths about reality, just like Orwell did with 1984 and Animal Farm. Huxley was also talking on college campuses about the idea of rulers and the book was exposing that too I think in some ways.

Part of the psy-op is to drip feed the narrative before 'real life' events occur, so 'we are acclimatized'.
That's an idea, that they are doing this as part of the modus operandi of the elite. Orwell has talked about this power over people like Huxley. Huxley diverged from the family lineage of elitism. They made it public, not secret. The "revelation of the method" and "predictive programming" ideas are enticing, but they aren't the de facto reality for why someone does something like Orwell or Huxley.
