Well, 45€ is quite pricey for a day tour, but i won't say "super expensive" even for Indonesian standard. Although i think your sentence really points to a bigger problem: how locals really don't get much benefits from the whole tourism industry there.
Yes, I think there are a lot of issues over there. Things are only getting worse as the tourism grows. The gap between rich and poor, the waste pile, etc... It's a shame
