Why does all the languages not present on Indian Currency notes?

As you may know, India has 22 official languages including-
Hindi
Assamese
Bodo
Bengali
Dogri
Gujrati
Kannada
Kashmiri
Konkani
Maithili
Malayalam
Manipuri
Marathi
Nepali
Odiya
Punjabi
Sanskrit
Santhali
Sindhi
Tamil
Telugu
Urdu
Out of all these languages only 16 languages are on the currency notes, which made me think why is it like that.

I tried searching for it a lot, but found not much about it. Some said that only those languages are included which are more widely spoken. The languages not included are-
Bodo- 0.13%
Manipuri- 0.14%
Sindhi- 0.25%
Sainthali- 0.63%
Maithili- 1.18%
Now if you see some of the languages which are included are less spoken than these. I mean even Sanskrit is included, which is spoken by 0 Percent of the people.

Some say it is because of the lack of space... But i don't see any problem there. What do you think, let me know in the comments.
