Because if they had resources to create a final product they won't need to do an ICO.
I understand what you're speaking about, I just wanna say, not all the project without an already running product are scams. Signals looks solid to me, just check out their whitepaper and team's linkedIn, I don't think this guys will just take ETH and disappear.
