Oh I've heard much about such rules. It was shock for me at first! In Russia planting is so usual and ordinary thing, it's hard to imagine somebody can forbid you doing it.
Another shock was when I knew that in the USA there're also rules to use different services and workers instead of doing something by your own hands, even if you really can do it. Is it true? I watched many video blogs of emigrants who live there now
