Scanning is dangerous but much less "in action" than evacuation.
Colonization is the step right after scanning and landing, and will be much more of a "background running" kind of stuff.
Your citizens will wait for assignments but will then do their own life cycle while completing all of that. If there is a major deadly event, you will have some time to work it out.
For some time after first release, colonization will also look for being complete: more orders, more actions, more research, more UIs, more cards managed, more comfortable notifications.
And at that time, the fact that it runs in the background should deliver the exact pleasure it aims for!
