All accounts with at least 1 HP have been considered, as they do possess stake in the system. Whether they are active or not is irrelevant to distribution.

Also this link shows the daily unique active accounts, having a weekly or monthly would be a better metric (and output higher numbers). I doubt everyone does at least 1 transaction per day, I'm super active myself and I don't.
