Binance and other exchanges just take a long time in general. They do tend to wait until around the hardfork to initiate replays, and then their infrastructure can take a long time to do so. We work with them to make sure they are all upgraded and ready to go, but safety matters much more to them than speed. We are hoping to help them use this new version to be much faster when undergoing maintenance in the future! That being said, hf27 won't add any additional time to the current process.
