If I'm weighing out ICP vs HIVE and I have no funding or support than yeah I would do it on ICP based on what I know from the last year and also if it is the Jimmy Sandfield play it is more relevant on ICP because Jerry just left them a couple of weeks ago so it is fresher in the ICP community's mind. More liquidity and several other factors.

Why would I wait for 8 years to maybe have a tryout?

The proposal would have to get significantly more support and there is a hesitation for people to even submit proposals at this point because the lack of approval. What is the point of the Hive Fund when it doesn't even come close to getting utilized?

It's been utilized daily since its inception.

Not everything gets approved because that's life. Everyone knows that so also include there's a lack of confidence. Just because something might fail doesn't mean one shouldn't try. And if it's not approved, that's not an indication the system is broken. Those are simply the results. There's enough stake in the hands of "minnows", "dolphins" and "orcas" to pass a proposal. That's a lot of people saying, "No thanks." They can't all be wrong.

Plus your offer appears to be a joke and now you're not even sure it's worth the effort or value you're asking. I didn't say that, you did. So if you don't even think it's a good idea, why would others?

I was one of the 1st 10 proposals when the Steem Proposal system came out before the fork. It was for gaming and ultimately it didn't get approved. Personally I felt it was short sighted and then a few years later the gaming narrative once again got huge and the ecosystem has some wins but it wasn't what it should have been if stuff would have gotten approved. There might be enough stake in the hands of minnows, dolphins, and orcas but most people are disengaged at this point. They aren't voting on proposals so someone has to go on an extreme campaign in an attempt on a maybe.

HIVE saying "no thanks" is like someone refusing a life raft who is sinking. The funds are there and not being utilized. Not only that it is debt based. Hive is set up to be able to lever out further if need be. 10% debt utilization and can go up to 30%.

The proposal is a serious as anyone wants to take it. Is DOGE serious? Is $FWOG serious? It continues to make all-time highs and if you look at my previous posts I have been talking about $FWOG.

At what point do I have enough receipts and years on this blockchain to be qualified to have a loan taken out and funds that were supposed to be for proposals to actually be allocated to market it?

I agree there isn't as much participation as there could be. Yet I found out about this from a PeakD notification giving the headline which doesn't sound serious or important. Several thousand probably saw it. Your post has around 300 views. The proposal last I checked had 60 votes and by reading comments I can tell some of those are just joke votes.

I was so convinced this was a joke, I wrote a joke response.

Dude I'm not trying to be hard on you but this proposal hardly looks like a life raft. It's fabulous you've found success at times. This might not be one of those times. I'm only one guy saying no. Tell Jimmy I'm sorry things didn't work out between us.
