The skin is one highly sensitive part of the human body, it produces a great deal of self-confidence. Maintaining properly hydrated skin is important for the maintenance of a youthful appearance.
Skin dehydration creates a serious case of concern, and it could either be temporary or a lifelong concern. Dry skin conditions could be either genetically or a product of a consistently increasing lifestyle of stress and exposure to the sun, chemicals, and wind from the environment. Another trigger for dry skin is the use of inappropriate products on the skin.

Speaking of having dry skin, there is a difference between having dehydrated skin. Dry skin is a skin type that naturally lacks oil, but dehydrated skin, on the other hand, describes the lack of moisture in the Stratum Corneum.
An oily skin could still experience dehydration, this sounds like double trouble to me. A dehydrated skin simply means the skin lacks water and not oil. This means sebaceous oil activity could still be normal and even overactive whilst the skin remains dehydrated.
A healthy and hydrated skin contains around 10,-20 percent of water, but if the value of water on the skin falls below 10%.
Either the skin is dehydrated, it could experience, a feeling of roughness, slight to severe level of scaling and flaking, severe redness, fine lines and cracks that could sometimes lead to bleeding.

There are three major reasons why dry skin happens;
Intrinsic Aging, is the normal process of physical change that is more about genetics than a lifestyle. The sebaceous gland decreases with age, and the skin's hydration declines with time. The ability of the skin to regenerate lipids also declines as age comes, the same way blood flows to the skin, which may cause a drop in the production of sebum.
** Environmental Elements**: When the body is exposed to excessive sun, water evaporates from the skin, and that is why sunburned skin requires more moisture than unexposed areas. Forced air heating, low temperatures, cold winds, and air conditioning units could significantly contribute to premature aging.
SOURCE
Lifestyle: Not consuming diets that are rich in fats would deprive our bodies of skin-friendly Essential Fatty Acids (EFAs). The deficiency of the body would lead to dryness, scaling, chronic itching, thinning, and imbalance in prostaglandins.
Taking alcohol at an excessive level could also contribute to dry skin. Dryness and dehydration are strong factors in increased skin sensitivity. Addressing this issue on time would help with issues of sensitization.
To maintain an optimal level of skin hydration, severe factors must be considered, speaking in terms of diet, skincare routine, and other environmental conditions.
Treating damaged skin would require you to replenish your NMF and balance your Stratum Corneum, this way, water content is increased and the production of a stronger, and healthier skin is ascertained.
Fruits and vegetables play a significant role as well, you need to provide your body and by extension your skin with the required nutrients that would help maintain health and hydration.

It can really be quite frustrating at times when one have skin reactions. Some people say it is due to water or change of environment at times
Sometimes, these factors cause them but it is only a part as there are other factors that contribute to having a dehydrated skin.
