I guess people must, I always walk with a bottle of water so I wouldnt have to, but I guess if people visit the fair in the heat of the day and get thirsty and they want to stay and spend some more time there, they are willing to pay whatever it costs
True... Sort of like paying double for a snack at the gas station.
