Web 3 always beats web 2 in this regard. Because of it's decentralized nature, it's easy for anyone to see what goes on in the blockchain and thus decide who's the wrong party in the matter of bans and downvoting. There's no central authority who randomly bans accounts as it pleases them. But still measures need to be in place on hive to curtail people's excesses. That's for those that feel they can get away with anything on the platform since it's 'decentralised'.
