    Certifications are good enough.

    License - is the "right" to do what would otherwise be illegal.

    Permit - is the ability to do what would otherwise be illegal without permission from a competant authority.

    How do we have inalienable and inherent rights endowed to us by our creator, if every action outside of breathing air is taxed, banned, or resulted..

      Yeah. Private property rights should not be taxed. We have so many things that we "own" that are taxed through the nose such that we are basically renting the rights to it. Cars and land being the prime examples.
