I kind of disagree
Most of the governments in the current world don't do their job helping the general public, but that's the exception not the rule. Imagine a civilization without a ruling force, it's won't be very pretty.

Truth is government solely exists to provide those at the reigns the power to steal from the "ruled", to enrich themselves and create a false sense of security.
Most death and despair known to man has always been at their hands.
