I think these kinds of sculptures are usually found in coastal cities.
Because the city where I studied at university had districts on the coast and there are a few similar dolphin statues there. I take pictures every time I go.

Yes, it is very easy to see dolphins in the Marmara Sea in Istanbul.
I'm surprised there aren't any dolphins there.
