Do you mean the Author just wrote and published it very raw and the Light Novel is the clear writing by professional writers already, while that became the Manga/Anime with probably some adaptions?

To make one thing clear, it's the same author that does both the Web Novel and the Light Novel, but it's like the difference between the first and final draft. The web novel is still free, but Light Novel is sold because it's the better-written version!

The Web Novels are the raw versions of the story, and the Light Novels are re-written versions with the help of a publisher.

Many, many anime that are based on Light Novels have free Web Novel versions online, including the popular ReZero and Shield Hero.
