Loopring says it offers cheap trades on L2 on ethereum, however, to get the funds inside of L2 you need to pay high fees anyway, kind of defeats the purpose to be honest.

Hmmmm... I believe you're not the target user for this service...?
Seems it's made for traders in mind. Those who keep funds on Layer 2 & trade there. Only taking profits once in a long while.
Exchanges do the same thing cheaper, but layer 2 is more decentralized, I assume.
