This "Kardashev scale" is actually terrifying (I heard about it before) because it not only shows how insignificant we all are, it also shows how other beings (in theory) can wipe us without us knowing anything...

Exactly. A civilization with that power would not be seen by us.
I think as humans we can reach Level I at max, and I don't think we'll ever witness a Level II Civilization, because we'll probably all die just by being in their "radars."
But I'm not a cosmology expert, so who am I to talk about this?
