Seems like we may need more community members before the badge can be distributed as stated in step 4.
The account needs to follow 50+ people and have a reasonable activity as stated in rule 5.

We need to get the account more active before this can be achieved.

    The recommendation is based on my personal opinion because it's better to not get your badges rejected. So it's better to follow everything a bit extra to reach that safe spot of approval.
