It was explained in the scripture

Hebrew 8 : 11

In that he saith, A new covenant, he hath made the first old. Now that which decayeth and waxeth old is ready to vanish away.

There is a new coverant and the old coverant both are not the same or else there will be no need for the new.

Hebrew 8 : 7

For if that first covenant had been faultless, then should no place have been sought for the second.

The reason for new testament is to declare the old one and it past away.

When God was going he gave the apostle commandment.

We can see see that in  act 1 : 2 and act 1: 8

Act 1 : 2

Until the day in which he was taken up, after that he through the Holy Ghost had given commandments unto the apostles whom he had chosen:

Act 1 : 8

But ye shall receive power, after that the Holy Ghost is come upon you: and ye shall be witnesses unto me both in Jerusalem, and in all Judaea, and in Samaria, and unto the uttermost part of the earth.

They receive the comadant from Jesus when he was going to heaven.

This comadant was recived by the apostle thus comadment was sent to them by Jesus.
