Angels are spiritual beings. They have wings which are spiritual too. It's not possible for them to have spiritual bodies and yet operate with physical wings.

That answers the question. God has eyes as Prov.15:3 states. But, God is Spirit, and so, has a spiritual eye, even like angels who we know as spirits.
It simply means that everything about them is spiritual, including the wings of angels.
Other passages of the Bible speak of the hand of God. That's not a physical hand of flesh and blood, but a spiritual hand.
