They do exactly what they are designed to do, they placate the slaves just enough to keep them in the mines.
Every so often the better educated of the slaves bucks up against them and things break down and then start over with the new bosses.
Until folks get tired of them.

It's like most people are too stupid to know they don't need a boss and having one makes things worse, or something.
