I think drilling new holes is a short-term solution. I don't know a thing about climate in Ghana, but I guess there must be a way to retain water. In Europe drought is being fought with:

1. creation of rain pools (a depreciation which collect rain water),
2. slowing down the water stream
3. planting trees and bushes that penetrate the soil

This wouldn't bring immediate effects, but can give results in a few years
