Lacking in infrastructure can be an advantage in that Africa can start with modern technology. For example, it was easier for mobile phones to become widespread rather than landlines. It is similar to what happened with Japan after World War 2. Their factories and production were destroyed. They had to rebuild and start with new factories, which turned to their advantage in the years to come. Similarly, Africa has the potential to start fresh without legacy technology holding the continent back.

Having said that, there are likely other reasons why this advantage has not produced results. It definitely requires tremendous investment and knowledge to start building.

I am interested in the work that Cardano is doing to provide identity and crypto solutions. In this case, Africa may very well lead the world in adopting blockchain solutions.
