Apparently there is a 30 day wait time to vote witnesses so it would be more difficult than on Steem. Also, almost 70 million Steem is being taken off the table so the hive has fewer tokens. But yes, someone could buy tens of millions of tokens, vote in their own witnesses and hard fork the chain.
