I have experienced that as well. There could be several reasons why they do that but one I'm guessing is to try to get around the rules or see if there are other ways to go about doing things. Especially when they don't like what's suggested of them to do.

It is never wrong to make a mistake. What is wrong is to not make the mistake after being guided.
