You can create account credits using your RC's, but you need about 10k HP to generate one then let your RC recharge. We've been claiming accounts since it's been possible and are now putting them to good use, if you want to help and can't claim accounts yourself I'd suggest delegating to @ocdb (you receive daily curation reward returns and we'll claim accounts and create them (currently helping hiveonboard.com with ocdb, ocd for ecency and ocd-witness for our own onboarding program)), though I'd wait with delegating to @ocdb until you see it sending out payouts as it's currently in migration to a new code and dev.
