I have a question about the citizen rate. Is the base rate for citizens coming in at 2% per two hours? That is what the UI shows but my new account doesn't seem to be attracting any new citizens. Is there a way to see the actual chance of getting citizens or do I need to improve my collection even more to see it collect citizens?
