Why this make sense?
Empower(x): Pay extra (x) cost to get the shown effect.
Mage Example:
1 mana: 2 Damage | 5 Mana: 5 Damage | 4 Mana: Reduce mana cost in hand |
4 mana: 4 Damage | 7 Mana: 5 Damage to all creature | 7 Mana: Reduce mana cost in hand and deck |
Surpassing blast is like a acient text or weaker flexable Wyrmbreath. While Unbound Flames can be a weaker flexable Wyrmbreath or a worse Inferno. But the mana cost and the effect make sense.
War Example:
3 mana: 3/1 Godbllitz Relic | 1 Mana: Give tempt fate to a creature in your hand. |
7 mana: 7/1 Godbllitz Relic | 3 Mana: Give tempt fate and +3/+2 to a creature in your hand. |
Why this is good to Building deck?
A single card that can be fit in both control and aggro!
30 cards limited in a deck mean all single cards are matter. When we're playing aggro, it's easily become boring because you know you don't have late game. You just want to finish the game before 6 Mana. However, If a 1 mana creature, that can become a Empower:5 creature with 6 mana worth value, it's a huge change in late game.
Why this is good to God Unchianed?
Developer have limited time to create new cards and balance them each set. So for me Empower cards is a clever move to make one cards having multiple purpose when God Unchained only have less than ~1500 total cards right now. In DO, it takes the balance team like half year to balance. A single cards with more than one purpose mean balancing 1 card but it act like 2 cards.
Why it is potential broken?
In the past, most of the mana cost reduction cards is limit to your total unlocked mana gems.
But with the Empower keyword, Alastrina can potentially reduce the cost to 0 Mana on turn 4.
7 Mana cost mean 10 turns of set up while 4Mana (Empower 3) mean it can be cheated on turn 5. If we combo it with clone, that copy the lowest mana creature in your hand, meaning reduce all cards in your deck and hand by 2mana. Its so broken if my prediction is right.
Conclusion

I agree with you about Alastrina. The current text is a big problem, and I didn't even think about clone. Even without clone, this card makes Polyhymnia playable 4 turns earlier. 4! That's nuts.
I don't see aggro running these Empower (or Echo) cards. They offer flexibility to control decks at the cost of each option being slightly worse than a dedicated card that does the same thing (although I could argue that people rarely use Ancient Text for the protection benefit). If aggro is at 7/8 mana, they've most likely lost already.

On the aggro point, that very true if its a both worse option! Aggro don`t even wanna pick them in the first place.
The empower cards are weaker in power in exchange for their flexibility. Discounting empower cards to get around the higher mana cost is busted, I don't know what the devs are planning with that. Maybe there's a small change that empower will take into account base costs so Alastrina will empower for 7 mana even if you discount it.

I think it is only natural they run into broken combos as soon as they released the new cards and keywords since it is hard not to. The only thing I hope for though is that they can be able to fix this imbalance a little bit after it takes place and not ruin the game.
