I agree that downvotes are discouraging. Current requirements for being taken off a watch list are akin to being paraded in a street naked. It is a bit over the top and unnecessary.

There is no solution with use of downvotes, if you behave ethically the next person will listen quickly. But some time there is must to use strict actions to prevent ecosystem and that time downvotes must be used.
