There would be a wealth flow, but no one would be afffected? The economic actors won't like this.

It already has an effect, it is just that he average citizen doesn't do much of it. The corporations however do massive amounts. For example, nearly one hundred percent of what Facebook earns in Australia through advertising revenue goes offshore, without touching the tax system. It is several billions of dollars.
