A lot of people are purely scammers or underqualified. I've found decent success with doing at scale job postings and filter out 95% of candidates up front then do interviews from there.

i just interviewed 4 intern candidates from the University of Maryland.
Found 2 I like.
LinkedIn. A lot of horrible applicants, but a few good ones.
