That is the miracle of decentralization (were it only so!). However, this is the reality of Anarchy as well: it is a society of Autarchs.

Cataclysms have a way of implementing massive changes rapidly. With a bit of reflection we can observe that massive societal changes have occurred inconceivably quickly. We are going to have to expect the unexpected.
