To send PIZZA using the "!" you need to own 20.0 PIZZA. Each use of "!" send out 0.1 PIZZA, so it can take a while to accumulate it that way. If you just buy 20.0 PIZZA from the exchange, then you're all set.
Also, you're limited to sending PIZZA 10 times a day. The PIZZA web site has more details.
