You can't truly turn your fat to muscle, it's impossible, literally, because they are very different cell types and one doesn't convert to the other.
What can happen is that you lose fat and put on muscle, this can only happen if you eat enough protein (2.2g/kg or 1g/lb), if you eat around maintanance, if you sleep well, if you workout hard and if you have enough testosterone to actually build muscle while being around maintanance.
If you do this right over many months you'll probably do both, otherwise you'll see no difference in your body by trying to do both.
