Premium is not required to submit a short. Simply hit the camera on the bottom of the thread and it will have a pop up window.
Make sure what you write is under 240 characters though.

how are you accessing the site? Desktop or mobile?

I find hivesigner doesnt work well. It is best to use Keychain with the browser in it. I havent had a problem uploading any videos using that.
