The Shutdowns are never total. Many exemptions exist to these Shutdowns to the point where most people don't even notice there is a Shutdown. I call BS and insist on a true Shutdown.
Unfortunately, too many people fall for this sort of pointless political theatre. If US government indeed shuts down one day, it will have nothing to with anyone and anything related to Washington D.C. establishment.

Yep. The majority are not affected. They end up arguing over pennies since most of the budget automatically is paid.
