Downvote is esential tool for course correction, in fact it keeps this thing in equilibrium, sometimes its presence act as a deterrent.
I totally agree with that. Downvotes should not be seen as a massive "weapon of destruction".
You know why DVs are given, and you've explained why in the past, so I don't put you in that group. But you see what I mean.

Most people-- even among those giving it-- don't understand the true purpose of the DV. This is what contributes to much grief revolving around DVs. When they're automated, it makes them feel even worse since the receiver can't appeal them.
That is true. But I think in the community those that have the REAL downvoting power. Are not using it the most fair of ways in the biggest majority of the cases :S
