Forfeiting HP for LP (or any token) by means of delegation for instance diminishes the strength in numbers effect as well. Something to consider. Balance is key. Or community X must sell its token to gain their voice back.

And yes if a community has to sell its token to buy HP to have a voice, you are right, that is catastrophic.
Scenario:If all votes stay as they are, the return proposal value gradually increases as HP is accumulated over time. If many LEO members forfeit HP earnings + support LEO funding proposal, in time it falls under return proposal naturally.
Think I have to agree. Don't understand why anyone should give up base layer token rewards to give up their governance and voting power. Makes me wonder if it is the people who already have the Hive tokens proposing this too..
