so you earn Leo for both hive and Leo delegation to leovoter.
When you delegate Hive Power to leo.voter, you earn $LEO. There is no Hive paid out when you delegate to it.

No it does not. There is no mechanism within the Leo platform for that. Someone might develop it on top but I havent heard of any.

Not sure there is a way. Most of the rewards pool goes to activity.
Leo.voter delegation is one of the ways to get it passively.
