Yeah each day someone is randomly selected from the previous day's commenting. It doesnt amount to much since the upvotes for this post are not much but it is something.
To top commentor each week, according to @leo.stats, gets whatever the account earns during the week (usually around 10 LEO).

Whatever the amount, it adds up and it makes a whole lot of sense. I had received my 10 LEO about 7 days ago and it means a lot.
