Nobody refers to guys as "they".
Assuming he identifies as a woman, people often refer to guys as "shes" when they see a suitably feminine behavior.
The only persons who make use of them are androgynous women thought to be overly masculine. Those who believe a woman cannot or won't identify as a woman because she does not act femininely use this word.
It's not progressive; it's only another way patriarchy makes women feel even more isolated and misinterpreted. It is misogyny disguising friendliness and liberal values.
