I think there is more HIVE in the reward pool if the price of HIVE is higher, but there was a lack of activity on HIVE because of the lower prices. Thus less people using the reward pool and a bit more HIVE passed out to those who were using it. This was my understanding given the entire HBD debacle with both sides arguing about the reward pool.
