All of them will probably use some type of crypto coin but I fully expect those with use cases to be dominant. After all, I don't really see any reason to hold NYCcoin or MiamaCoin if it's just something to raise money for the city. Maybe having citizens there holding the coin gets some benefits to the local people could be a valid use-case.
