Yea it seems complicated if that is the case. I guess you can maybe guess the average comment length to base an assumption for people. It might not be fully accurate but I think its good as an estimate.

But if it takes a lot of time and if you need to guide new users - you can use hiveblocks.com reference as it shows how many comments/votes/transfers that particular account can make based on the RC available.

Yea but would it be easier to copy the information from HIVE blocks and put it in a comment rather than computing it? I think it might be more cost-efficient.
